I stumbled into this interview with Scooter and since their unique lyrics is a great part of their appeal I thought I would pass it along.
From http://www.bbc.co.uk/totp/artists/s/scooter/underthegrill2/page1.shtml :

We asked Jay, HP and Rick where they got some of they're mind boggling techno lyrics from. So, if you've always wanted to know what 'chillybow!' means, read on...
TOTP: What and who does: 'Chicks-terminator' mean and refer to?
Rick: That's him [points to HP]
HP: Yeah, it's kind of a joke. A friend of mine once called me the Chicks-checker when we went on holiday to Majorca.
All: [Lots of deep laughs]
HP: Ya, last year I became the Chicks-terminator! We thought it was really funny so we put it into our lyrics!
Jay: You'll have to wait and see what he's called next year.
TOTP: Can you explain this line: "We're not the monkeys, but we've got the key"?
HP: Ah, ya! [He seems positive on this meaning]. This means that, er, we are not the monkeys, but we have the key! [laughs]
TOTP: What does it mean when you shout out to the people in the crowd: 'Chillybow!'?
HP: Oh... This means... nothing! [laughs]
Rick: We don't know, but loads of English MC's shout it out. We thought we'd use it.
TOTP: What does: "What is essential? It's invisible to the eye" refer to?
HP: This is a sentence taken from a French writer called Antoine de Saint-Exupéry. I thought it fitted in quite nicely to 'Weekend!'
TOTP: Where does: "Respect to the man in the ice cream van" come from?
HP: This is a shout out to the KLF. They once had a lyric: "They're justified and they're ancient and they drive an icecream van." We're just saying hello to them!
