I think they're just friends since Neil has said that he's never dated anyone famous. PSB showed up with Elton John on a tv special where he introduced the boys as his "favorite of all the duo's" and they did a version of "I Believe In Love" together. Maybe the performance was the inspiration for the direction on "Release." Just a thought.
Apparently Elton has an appetite for new music and has made "friends" with Moby and says he's into stuff like Groove Armada. He may not be cool, but apparently his musical tastes aren't stuck in the 70's like his music.
